Govt. expects international pressure on Tigers over use of civilians
Monday, 3 July 2006 - 11:29 AM SL Time

The government expects the international community to pressure the Tigers against using civilians for military purposes. Peace Secretariat Chief Dr. Palitha Kohona Sunday expressed serious concern over ongoing LTTE efforts to train civilians in armed combat as part of their efforts to strengthen their fighting units.

`We hope the international community would take notice of this,` the former Chief of New York-based UN Treaty Section told The Island. Even the Geneva Convention prohibits the exposure of civilians to danger, he said, expressing belief Sri Lanka`s peace co-chairs namely the US, EU, Japan and Norway would take up this issue with the LTTE leadership.

Army Chief of Staff Maj. Gen. Nanda Mallawaarachchi accused the Tigers of arming civilians on the pretext of training them in self-defence techniques. Speaking to The Island from Trincomalee, Mallawaarachchi claimed the civilians were engaged in isolated attacks on security forces and police.

Referring to Friday`s pro-LTTE TamilNet report that Tigers have trained about 6,000 civilians living in Muttur east in armed combat, Kohona said that the international community should act immediately.

`We are disappointed with the approach of the international community towards resolving the conflict in Sri Lanka. They appear to be driven by their own domestic agendas,` the website quoted Trincomalee District Political leader S. Elilan as saying during a `passing out parade` at Sri Senbaga Maha Vidiyalyam grounds in Eachchilampathu division.

A senior police official claimed that Tigers would use so called civilian volunteers to overcome severe manpower shortages caused by growing international pressure against child recruitment. Tigers top a UN List of Shame for unbridled use of children in combat. The official said that Tigers recently stepped up their so called civilian volunteer force programme. Tigers are believed to have launched this programme before the EU proscribed the group.

Canadian Ambassador to the UN Alan Rock on behalf of Ms. Radhika Coomaraswamy, UN Special Representative for Children Affected by Armed Conflict is expected to make a field visit to ascertain the ground situation. Speculation is rife that Rock would meet representatives of both LTTE factions against the backdrop of allegations they were responsible for child abductions. UNICEF officials are believed to be in touch with the Karuna faction regarding allegations against the group.

IC unfortunately couldn't care less. Many people do this. Take Venezualan Government for instance. Also N. Korea, and Cuba, and numerous African countries, as well as others. Its a thing these desperate nationalist countries do and LTTE is only playing monkey see monkey do. It is attempting to scare its enemy, the sri-lankan people and government and citizens with their 'own' citizens trained to kill.

It is good that everyone now talks to Karuna group as well . Hope fully they will take over the LTTE group. More people are realizing the danger of these LTTERs, whereas Karuna is willing to work for a solution.

GOSL must make arrangements with Karuna to support and protect this man who will truly protect tamils by creating peace. True it his motives may be suspcious. After all, in a gang made up of criminals with a gangster mentality of which Karuna was a part of for so long, it is hard to trust him. He seems to be to good to true. but anything is better than Prabha.

If Geneva convention prohibits the exposure of civilians to danger, being a democratically elected government of a country as the longest running democracy in a non-western country, GOSL must be held responsible for all these atrocities. LTTE is purely a terrorist organization, which does not have the acceptance of UN, and thereby they they are not bound by conventions like Geneva convention. Kohona here is simply joking.
Gen. Mallawarachchi is also making a mistake by saying that civilians are attacking security forces. This goes in par with the LTTE claims, which simply tarnish the image of Tamils by portraying all of them as viciously armed terrorists. Mallawarachchi must learn that who ever is capable of attacking armed forces with claymore bombs could not be identified as civilians any more.

IC, UN, UNICEF, BBC, NGO's, and many others were partenrs of crime with LTTE for a long time. What they think LTTE herded all these people at the point of gun about 10 years ago to Wanni, for. For the love of these Tamil people? P'akaran is no messiah. He mlik these people for body parts, blood, money, their children suicidal zombies and as canon fodder, as human shield etc for nearly 30 years. Like they sell their cattle for meat after their use is over, now they sending them to final grave, to protect this megolomanaic.

International pressure on what?? preparing to safeguard your own life against the state terrorism. SL gvt is worried that their soldiers cant just kill innocent civilians because now they will fight back.

By the time Sinhalese come with a political solution, whole Tamil nation will be armed, thats what the sinhalese are pushing for, then what will they say.

Nale,
more than 50,000 Tamils have undergone millitary training

This is inviting destruction in near future nothing more than that one can expect. What a life in Wanni.LTTE will end up by bringing destruction to whole Tamil race instead of getting a Tamil homeland.Jawerharlal Neru crushed down the struggle for Dravidastan Tamil homeland within India. At present it will be the same story within Srilanka.Indians dont need it neither here or in India for sure.Once failure again will be a another failure.Giving millitary training to civillians is bringing death to them for nothing.LTTE is not the people elected government. They are doing everything at the gun point whether people like it or not. What will be the future of such a movement when the 99% of the world dont like it?
