Vigilant judges can prevent bribery - HC Judge

Delays in the acceptance and refund of bail, and the failure to serve summons in time could lead to bribery and corruption in court houses, High Court Judge K. T. Chitrasiri said during his address to the High Court Judges Association.
`When an order is made to enlarge a person on bail, he must be able to furnish the security that was ordered and come out from the remand without having to bribe the court officials` he said.
in his capacity as the Secretary of the High Court Judges Association, Mr. Chitrasiri addressed a workshop in Kandy on `Current Trends in Combating Corruption and Public Interest Litigation.` The workshop was organized by the UNDP`s Anti Corruption Project and the Equal Access to Justice Project.
He said in addition to enforcing the laws, judges could contribute in numerous ways to prevent bribery and corruption. Citing an example, he said judges must be vigilant to see that the orders given are carried out with less hardship to the public. `Not serving summons in time and submitting false reports on the serving of summons, could lead to bribery and corruption. Complaints of bribery in court houses could be minimized to a greater extent if necessary precautions are taken to prevent shortfalls,` Mr. Chitrasiri said.
Delays in disposing of cases, too, could lead to corruption, but judges alone are not responsible for such delays. The Police, members of the Bar and State Counsel should cooperate, he said reminding the audience that President Mahinda Rajapakse himself had mentioned recently about delays in dispensing of cases in the High Courts.

First of all the judges must examine the functioning of their own courts,where cases goes on endlessly for decades,due to extraordinarily inefficant,that may be part of our corrupt state of affairs where long delayed justice is a justice denied to the victims of injustice.These Judges pitilessly postpone cases,thus denying justice and at the same time allow their brother lawyers to squander the money of the public that seek a fair and a short hearing.This a dirty shame for this country,where no government has ever bother to tackle and we are falling behind other countries as this kind of a set up in the justice system will no doubt will put off investors to our country.
