Constitutional solution to North-East conflict

President Mahinda Rajapaksa will announce at today`s All Party Conference his plans to form an advisory council, comprising members from all political parties in parliament, to draft a new constitutional framework.

This advisory council will be assisted by a legal team assigned by the President and the final framework will be presented to the LTTE later as a government proposal.

President Rajapaksa made this announcement during a meeting with the print and electronic media editors at Temple Trees yesterday.

Maintaining that he was not bound by the agreements reached during previous regimes as to what exactly the final solution to the North and East conflict would be, the President emphasized that he wanted to make sure that the constitutional model should be a truly Sri Lankan one and ?not an Indian or any other model?.

Attributing the failure of previous attempts to formulate Constitutional frameworks to the failure to make the process an inclusive one, the President said he wanted to make sure that inputs from all parties would be there for the new draft.

Commenting on the recent observations by the JVP that lately there has been a `dilution` of the stand of the original `Mahinda Chinthanaya` as to what should be the character of the State, the President said ?that is exactly why the JVP should join the government and prevent such weakening of Mahinda Chinthanaya policies ?.

He added that ever since his election, he has been making invitations for the JVP to join the government.

Meanwhile, the JVP yesterday expressed reservations about its participation in the fourth All Party Conference (APC) to discuss power devolution and arrive at a final political solution to the national question.

The JVP said the invitation sent by the Peace Secretariat to all political parties stated that the APC would discuss maximum power devolution in an undivided country.

?This position runs counter to the Mahinda Chinthanaya, where President Rajapaksa pledged to seek a solution under a unitary structure. Now they are talking about an undivided country, which in other words means a federal system which we oppose,? a party spokesman said.He said the party informed the President and the Peace Secretariat in writing that it did not wish to participate in a conference where an attempt would be made to force everyone into a straitjacket solution.

?We said there was no point in participating in such a conference, because the APC was initially meant to work out a solution which all parties could agree to,? he said.The spokesman also said the President spoke to JVP General Secretary Tilvin Silva over the phone and said he was not aware of the contents of the letter sent by the Peace Secretariat.

Then Mr. Silva had asked the President to send a new letter to all parties correcting the error in the previous letter.

The JVP leaders decided to wait for the new letter and if it satisfies us, party representatives will attend it, otherwise, we will boycott the conference,? he said.

He said it was learnt an amended version of the letter was to be sent stating the APC was to seek a final solution to the problem acceptable to all parties in the South.

Referring to calls by the international community to expedite investigations into the killings of civilians and implicating the names of members of the security forces, the President said lack of evidence had largely hampered such investigations.

It will be a unique Lankan model


Besides tamils or other ethnic groups, now Sri Lanka is developing, we need to devlove power to different regions. then only every community has a saying in their community development.

Other wise, communalist tamils should not be the priority.

Thia may be the hundread and fourteenth APC and consistational reforms,each and every presidents think their
own and drack until the next election,when he is having an own view then he must put out first,then ask the opinion
from the others,he cant cheat the puplic LTTE and the IC this time,more or less six month gone from VPs MAHA VEER
day speach and the time given to him,what is Srilanka model,
shifting Tsunami money to private account?

Hey guys!! Don't be so negative. I think MR is absolutely right at last. We need to think of our own model in order to devolve power. We should not copy English, Indian or Swiss models. I hope APC will seriously consider this and come up with positive ideas.

There is no model with MR or anybody in GOSL. They dont have a clue about models..

Only model worth discussing is EELAM model.

MR be ready to speak Eelam model as the JVP and JHU wont allow you to speak any other models.

Are you crazy ? We need to fight. Why are you saying silly things like this ?. Did you get up from the wrong side of the bed. Why have you gone soft on the war. No we should not devolve anything to anyone.
