Because, right now, S.B, Dissanayake is just 'no value goods'.

Have you guys seen S.B's 200 million rupee Horton place house that is next to the US ambassadors house?
quite impressive
the man gets out of Jail and has 200 million rupees to invest build a house at Horton place
Sad example of human being, stealing from poor to pump his bank accounts
stealing from other departments is so so, but this man stole money from aid given to the poorest of the poor in sri lanka.
man used be a Clerk with absolutely nothing before getting elected in 1994 with PA gov. Now has all this money
