CTB went into bankruptcy due to managerial disputes - Maithripala Sirisena

`The CTB went into bankruptcy due to managerial disputes and problems. The present government re-established the CTB with the idea of serving the poor commuters once again,` said Maithripala Sirisena, Minister of Agriculture, Irrigation, Mahaweli Development and Environment, Recently.
Mr. S. W. R. D. Bandaranaike established the Ceylon Transport Board as a social service organisation with the intention of serving the poor people of the country, the Minister said speaking at a ceremony to hand over five buses to the Polonnaruwa CTB, near the Kaduruwela bus depot.
Unlike people today who owned a bus or two, at that time there were businessmen who owned fifty to sixty buses, he said.
The minister reminded the gathering that it was the late Maithripala Senanayake who was the Transport Minister in the 1956 MEP government who spearheaded the campaign to establish the Ceylon Transport Board (CTB).
`The CTB was established to fulfil many needs of the bus commuters,` he said.
`Our government had taken a clear cut policy not to nationalise government owned businesses,` the Minister said.
`The President, Mahinda Rajapakse is a great leader whose vision is to develop the country in a speedy and suitable manner. There are many problems facing the transport sphere and the government is taking all steps to rectify these problems. I appeal to all staff in this bus depot to protect the buses handed over today and to utilise them towards the welfare of the commuters,` the Minister concluded.

In our school bus, The bus fare from Gampaha to Colombo were about Rs 7 I think. But we only pay 5 rupee to the conductor who didnt issue a ticket and that 5 rupee directly went to him and the driver.

Why CTB failed:
1. The fares were decided not on realistic basis. They were artificially maintained low for politicians to win popularity. So CTB always suffered major loses.
2. Almost ALL governments (both UNP and SLFP) used CTB to give jobs to their own henchmen. When there were no jobs they artificially created jobs so that their henchmen would get jobs.
3. The promotions were done based on political reasons and non-qualified people were in charge of critical functions. This ruined the entire establishment.
4. CTB buses were put on routes which did not bring adequate revenue to support the service.
5. Bribery and corruption became the norm of the day. These cannot be stopped due to political influences.
6. When private bus services were started, CTB bosses purposely ruined CTB services in some routes, so private busses can make enough profits.
7. Drivers sold diesel they got from depots in black market to earn an extra buck.
8. Finally, as LankaTileke says kondas themselves ate the minute revenue to be earned by CTB.
There is no point re-establishing CTB without finding solution to these problems.
What Motta Raala does now is to put few new buses into service thinking it will solve all the problems mentioned above. That is only wishful thinking. After some time, these buses too will be condemned and sold to the party henchmen through the backdoor.
The solution for the transport problem is not re-establishing CTB, but to introduce private bus companies as they have in other countries. |

You remind me my schooling days in SL to in the early 80s. This guy who issues tickets to me from Borella to Nugegoda when I alight from Nugegoda he asks for the ticket back and the crafty bu**er reissues my ticket to another passanger thus my bus fare goes to his pocket (or more or less divided between him and the driver).
I didn't take that much notice those days 'cos the only thing in my mind was to go home and have my lunch and rest. You see these bu***rs kept doing the same thing like you say so where is the proper functioning of the law!!
No wonder CTB gets bankrupt. |
