Doesnt know how to speak tamil. started to strugle for tamil. No winder Chelva too were not fluent in tamil!!

Anyway keep making new handles, we'll see what can be done about you.
Mr. Brown I have an idea for you.
Can you do a traceroute to kusumbans last IP, the second from last hop should be the router he will always come through, block that. Yes you will get a few other people, but not as many as you would if you killed his whole subnet.
Let me clarify - block all traffic to that router, obviously his incoming traffic will only have his PC/firewall's IP not the routers, but if he gets no replies back he can never connect.
and just do that if he keeps poping up, his ISP might load balance over a few routers eventually you will have them all.
Oh one more thing, now we know he is a student in the UK, so if he is using his university network you could also probably report him to their abuse department with his IP, they will know which IPs were given out to which students and will take appropriate action.
it doesn't matter if he sees this anyway, the next alternative for him would be using free proxies, they are slow and let him go through the effort, Just kill the proxies after too.
