Typically the GOVT makes a decision in two ways
1. unilaterally makes it
2. tries to gauge the popular reaction before making it
it 'leaks' stories to the media and plants the idea for a few months and sees the reaction.
I think the second process is what is being done now.

Since 1991, it's been a hands-off policy towards SL. Now that China and Pakis are getting close, India are evaluating their strategy towards GOSL. Lifting the ban was never there, but with the GOSL's recent atrocities in Jaffna, those are front page news in India, my friends told me. Definitely the sentiments are turning towards the tigers. |
