I think grave provocations like these will definitely provoke the Tigers to unleash suicide bombers in Colombo.
True. The government was never provoked by killing it's foreign minister and Army commander. Leave out the provovations, like you say Suicide bombings in Colombo are now a possibility. How to counter them?
Here are five easy steps:
1. Operation KRD.
2. White Vans.
3. More aerial bombardments.
4. Hourly round-ups in Colombo and other areas.
5. Fund all these security activities through sea street money.

How do you justify a brainwashed suicider with explosive truck hit blow more than 100 soldiers having a rest and their meals.?
I feel sorry for the deaths of civillian (if the story is true.)
But it was not the intention but only a miscalculation.
killing 100s soldiers with suiice caders was indeed intentional intentional.
