Government and LTTE set different agendas for peace talks

Sri Lanka and Tamil Tiger negotiators have set different agendas for weekend peace talks in Switzerland following months of bloodshed.
The Colombo government said Wednesday it wanted the Liberation Tigers of Tamil Eelam (LTTE) to commit to a schedule and to discuss the `core` issues in the island`s separatist armed conflict.
However the rebels said they were more concerned with humanitarian issues and the implementation of the ceasefire.
Norway and other international donors persuaded the warring parties to return to the negotiating table this coming weekend by avoiding details of what will be discussed.
`We are looking at setting up a time-frame in addressing the issues concerning the Tamil people,` Policy Planning Minister Keheliya Rambukwella, the government`s defence spokesman, told a press conference.
`The government will be addressing the core issues with a new approach so that the Tamils could play a vibrant participatory role`, Rambukwella said.
He said the government was hoping to take up seven issues with the LTTE: democracy, a multi-party system, ethnic pluralism, human rights, child recruitment, infrastructure development and devolution.
However his comments sharply contrasted with those of the head of the LTTE`s delegation, S.P. Thamilselvan.
`We have prepared to focus on the urgent humanitarian crisis caused by the Sri Lankan state terrorism in the Tamil homeland`, Thamilsevan told reporters Tuesday night prior to flying to Geneva.
The LTTE, which said it only agreed to attend the talks out of respect for the international community, has long blamed government forces for sparking violence despite a 2002 ceasefire that has never been fully implemented.
Government and rebel negotiators headed to Switzerland on Tuesday and Wednesday for the talks after 10 months of fighting killed more than 3,000 people.
Both sides have come under diplomatic pressure to lift an eight-month impasse in the peace process amid growing concern over Sri Lanka`s slide towards all-out war.
They last met in Switzerland in February and agreed to scale down violence. However a subsequent meeting in June was aborted and violence escalated.

This is what happens when you go to a meeting without agreeing on an agenda.
Very childish and laughable. It shows that neither side is interested in talking peace. Both want war. Waste of taxpayers money. |

I am not all surprised at this fiasco. The peace talks were never in the right place to discuss with some bunch of loonies. The peace talks and their bogus brokers are a total flop. This will never work, just wasting time and money.
Thamilchelva and his clan can bring some new gadgetry to Wanni and show it poor tamil kids and hoodwink to face the army to be killed in numbers.
Total waste of resources and money. These idiots will never learn a lesson, what a shame!!

Next time agenda will be presented by the IC so all can focus to the point. Does SL supreme court has any authority over NE? My foot.

Priya,
I suppose it suits the LTTE to keep to its timetable to commence the final war in November 2006. The timing of the peace talks is therefore useful here to bide the time.
As for the GOSL the Muhamalai debacle has given them cause for concern for their war plans which requires time for a complete overhaul. The peace talks provides the time for this.
Whatever both sides say we all can be sure that the final Eelam war is coming. |

I take you as a wise kid. I guess you are pretty young and honest lad in your opinions. Son, I am a 58 years old man though I still feel young as you. I have sons who think like you too.
The bottom line is there is no way that these talks can bring any success to this burning issue. Terrorism has not been won via talks. The talks can be only used as a temporary patch work, both UNP and the SLFP know this fact. They are playing to the folks who believe in real solution. But the real solution is crushing the terrorism or give into terrorism. There is no in between those two.
An elected government cannot play into a terrorist hand. Its not what the doctors order.
Son, this whole fiasco is politically induced for their own benefits. There is no way out in this muddle. Its bit like suffering from Diabetes which has no cure but can be controlled by using medicine. As long as we depend on the Norwegians and the West we are just losing our integrity. Son, we cannot go on like this. We need answers, the answers are to treat terrorists as terrorsists and crush them like anybody. Talks can be held among people who understand issues not terrorists. We cannot mix terrorism and democracy together, the moment we mix it we end up in a big puddle of mire.
Though this is so sad, its a fact, unless we develop our country these fallacies cannot be stopped. Or we should opt for foreign involvement to crush the terrorism totally.
If people think by offering Federal is going to give peace, that is a huge mistake, there is no peace with federal situation, its just one part of the equation. They want Separate state and that is just the intial part of the EEalam. So forget Federal, lets rally round and distribute wealth equally. That is the only way forward in this small country nothing else.

Who will be fooled this time? GOSL or LTTE?
They must talk both agenda..
Priorities
1. Disarming of LTTE
2. Reach LTTE towards democtratic movement
3. Power sharing by Tamils in N_E
4. Reconstruction plans

Bulls'it!
Sri Lankan democracy is pseudo democracy based on racisl politics only.
Multi-party system is fine if you don't have to allign yourself with extremists like JVP and JHU simply to form a government. You compromise your party's principles.
Human rights? With its appalling HR record the GOSL has no right to lecture anybody about human rights.
Infrastructure development? Where were you during the last 50 years. The Northeast was wilfully neglected even before the ethnic conflict began.
Child recruitment? Speak to your friend Karuna first.
Devolution? Certainly not under a unitary state.
This unilateral agenda is simply to fool the IC. The Tigers have their own agenda that is of vital importance to the tamil people in the Northeast at the present time - food, health care and safety. |

Yes, like Pachaya,
I dont surprise by this. In fact, LTTE will never agree to GOSL terms, as they only want to buy time. Actually, not to war, they need time to make the history for them. Then, gradually justify its course in front of the IC. GOSL knows that and thats why it wants to by-pass all these fighting and get into the core of the matter.
Can we see any government of the world, sit to talk with a terrorist group, after they killed over 115 government solders, just a week earlier.
This is a good prove to world that, GOSL wants a some sort of settlement for this, without fighting. I wish, Tamils will give a little credit for this effort.
We have to wait and see. |

Yes, your wording to Chandana is great. I know him after I came to this forum, but there are many young Sri Lankans (sinhalese/Tamils/Muslims) in other countries, want to know whats the root, and how it occurred, etc.
I totally against the war, but, I see the 'never fading LTTE ideology', which is significantly targeting a separate country. I always wish, Tamils will convince each other and push Sri Lanka to peace from their direction, like most of we Sinhalese try to do, at least by words.
You write very well,..I respect you a lot.
