A special parade will be accorded him at 9.45 a.m. while at 11. 45 a.m. he will hold his first media conference at the Police Junior Mess at Bambalapitiya He joined the police force in 1974 as an ASP and served in several areas in the country for 32 years.
Meanwhile, outgoing Police Chief Chandra Fernando yesterday praised his successor Victor Perera saying he was an able man who was capable of developing the Police Department further.
He called upon his staff and the entire police service comprising 65,000 personnel to give their fullest support to the new IGP.
Mr. Fernando told journalists yesterday that he planned his retirement 15 years ago.
?Some people become helpless after their retirement but my case would be different as I had planned my retirement 15 years ago,? he said.
He said he had received several offers for new posts both here and abroad.
?I will make a decision on my future during the coming days,? he said.
Commenting on what he had done during his tenure as the IGP Mr. Fernando said he had been able to reduce the crime rate and drug trafficking in the country.
?We have also been able to ease the fear psychosis among the people caused by the escalating crime rate,? he said. Referring to the drug menace he said the sale of drugs had been reduced so much that the price of drugs such as heroin has gone up from Rs 1.2 million per kilo to Rs. 3 million a kilo.
According to Mr. Fernando the quality of service rendered by the police had also improved over the last few years thanks to the latest technology such as automated finger printing and installing CCTVs along the roads in Colombo.
CCTVs will be installed along the roads of other cities during the coming months. The newly launched 119 emergency phone service has also been a success as the police have been able to act quickly to a call.
However he said his biggest achievement during his 35 year service was the appreciation he received from the people. He said he had been receiving more than 30 phone calls, letters and cards from people daily after his impending retirement became known.

Mahinda thanked the old police head for his support in killing 2000 tamils. and made 200,000 displaced tamils. and made 20,000 tamils to flee the country , and all other crimes commited against tamils ( in his one year presidency).
