Dear Magha,
Tamils learnt to live through the Thick and Thin of life's expectations.
Tamils were hard working people and comparatively the singhalese from Matara much restricted by the economic resources of thier region.
The so called educational facilities in the Nortern province was built by the Portugese and not the British.
Tamil took advantage of the facilities. Portugese built great educational facilities in the south and upcountry as well.
Singhalese took advantage of those facilities and gave a nominal recognition to the Tamils by allocating ONE TAMIL CLASS FOR EACH GRADE IN THE SCHOOLS.
This one Tamil class of students produced the names like Kumar Ponnambalam, Neelan Thiruchelvam etc...etc...
Singhalese who had all the priveleges to excel in their studies were more comfortable and SOUGHT RECOGNITION by involving in extra curricular activities in school AND LEISURE ACTIVITIES tied to their profession.
Tamils in general did not follow this foot step of the singhalese. Due to their economic restrictions they wanted to excel only in professionally related activities and thus produced a Graduate in every other house in the Northern province. This was pursued like a religion amongst northern Tamils wherever they lived in Sri Lanka.
This is the success story of the Tamils that you call a discrepancy.
As an interesting point ,I like to bring Mr. Kadirgamar into the equation. Mr. Kadirgamar was born of Jaffna Tamil parents who nurtured the this Religion in him.
Mr. Kadirgamar learned to enjoy the pleasure and a long lasting fraternity from extra curricular activities and also do what his parents have nurtured in him.So he became an all rounder and his older brother Rear Admiral Kadirgamar in the Royal Ceylon Navy.
On the contrary I would admit that many Professionals from the Northern province are not all rounders as they are not much interested in any thing other than their purported discipline like Engineering, Medicine etc.
So the holding of great number of positions that demand qualified people with the right education was populated by Tamils.
Tamils were recognised for their hard work and perseverence.
So did Mr. Premadasa employing the dedicated professionals who happened to be Tamils.
