Newest US P-TOMS stance upsets all

Controversy surrounds the surprising US decision to withhold funds to the Oslo-arranged tsunami aid sharing deal a.k.a Post Tsunami Operational Management Structure (P-TOMS).

`This is not what the US said a few weeks ago,` a Tamil politician said on the condition of anonymity while expressing dismay over the unexpected development.

US Ambassador Jeffrey Lunstead on May 12 declared that the signing and implementation of the P-TOMS was important both for the `reconstruction process and the entire political process for progress in the peace process`.

Addressing a packed press conference Lunstead emphasised that it would be a very effective way to improve delivery of reconstruction assistance to the Northern and Eastern Provinces.

The TNA MP pointed out that the US also joined other Co-Chairs ' the EU, Norway and Japan to commend the tripartite efforts to finalise the aid deal. The Co-Chairs, following a meeting in Washington on June 13 urged the donors, both public and private to tailor `their reconstruction activities in the Northern and Eastern Provinces to the specific humanitarian situation, particularly the need to observe a balance between the victims of the conflict and those of the tsunami.`

`The US action is threatening to jeopardise the relief and reconstruction process,` the politician said while expressing the belief the anti-peace elements would take advantage of the situation.

`This would derail the ongoing efforts to revive the peace process,` he said.

The US action appears to have caught the Norwegians, the Japanese and the EU by surprise. The former Dutch Ambassador Susan Blankart-Berkouwer, the representing the EU presidency based in Colombo and Wouter Wilton, Charge d`Affaires of the European Commission in Colombo on May 27 visited Kilinochchi to discuss the tsunami aid sharing deal.

Following their meeting with LTTE political wing leader S. P. Thamilchelvam, the pro-LTTE TamilNet quoted Wilton as saying, `The proposed Joint Mechanism and the Trust Fund for post-tsuanmi management are part of the efforts to revive the peace process,`

The US embassy last Thursday told The Island that the US government wouldn`t contribute to the P-TOMS fund. But on the same day a US diplomat called on SLMC leader Rauff Hakeem to secure his support to the P-TOMS deal.

Well informed sources said that the US may review its stand if the P-TOMS deal is revised to ensure that all funds are channelled through the government. The sources said that foreign funded NGOs that campaigned for the deal were stunned by the U.S. position. In fact, US Assistant Secretary of State Christina Rocca during her last visit to Colombo emphasised the importance in going ahead with the deal despite heavy criticism and strong objections from a section of the government.

Jaffna District MP M. K. Elelaventhan said pointed out the US gave its most up-to-date stand on P-TOMS 15 days after it was presented in parliament. `We always like to have international opinion backing us and the US support is critical,` he said. The international recognition is vital but it is definitely not everything, he said.

Speaking from the Jaffna University, the TNA MP emphasised that the US stand wouldn`t discourage the Tamil community. `We`ll not cry over this,` he said, expressing disbelief that the P-TOMS now faced a fresh hurdle in the form of US withdrawing support. `But that wouldn`t coerce us to cease our struggle,` he said. The MP said that not only the US but other countries, particularly India, too, have changed their opinion on various issues. `The latest US stand on the P-TOMS isn`t surprising.`

Murderous LTTE butchers are crying like hell...when even the barbaric leaders also have shaken by the US decision dumb Gay Kumara is still day dreaming...poor fella...after all it must be the only way to be satisfied for these gay force.
Hope EU also follows the US stance...way to go US admin...USA, unlike most of the other nations, act according to what you preach...Then all the true forces will be with you...cheers for you USA...

Not that i will not believe you... fact is that I can not believe what ever our dumb politicians are doing...until we see some proven evidence...
SpecialForces, however i can see some silver lining over the dark cloud...but still i m not fully convinced...hopefully soon we will be able to see some evidence...Good luck to you SpecialForces...

The US appears to be very confused about its position regarding the P-TOMS. They are saying different things at different times. Nobody seems to be able to fathom what the US is up to and this has created a feeling that the US is prevaricating. Isn't this type of behaviour typical of the US? It always has a hidden agenda regardless of what it says in public.

The US is losing face because of its illegal involvement in Iraq which has now made the world more at risk from middle eastern terrorism. It is stuck in a quagmire in Iraq with no easy way out and I am not surprised that it is finding considerable difficulty in formulating a coherent and credible policy regardind the LTTE and the P-TOMS.

It probably feels that the biggest mistake it made was to equate the LTTE with Al-Quaida as terrorist organisations and now has to, at least in public, maintain its antagonism towards the LTTE. It made the same mistakes in South Africa, Vietnam and many of the African countries where the former so called 'terrorists' have achieved freedom for their peoples.

The LTTE has no interest outside Sri Lanka and the US is slowly realising this and that is why they encouraged the P-TOMS. The Sinhala racists have begun to whip up anti- American feelings among the Sinhalese and the US probably feels that it might lose its influence in Sri Lanka to the Indians. This loss of influence in a strategically important part of south asia will be a disaster for the US when it is trying to extend its tentacles to all four corners of the world.

The Tamils of Sri Lanka and the LTTE do not depend on funds from the US for their survival. There are numerous other countries in the world who have already pledged their financial support to the Tamils and the Tamil diaspora will never let the Tamil people starve and suffer.

It is time the US realised that the time has passed when you could buy influence for money. But sadly in Sri Lanka the politicians are prepared to sell even their souls for the Dollars. It will not work with the Tamils. Who needs America? Only the Americans!!

Finally th US and UK come to sense. With terrorists as chairman and Government under them no sensible country will give aid. Chandrika was duped into signing this by the Norwegians, it was the same trap set to Ranil. Creation of both these MOU/CFA and PTOMS belong to LTTE and taking it to the government was assigned to the their funders/accomplices/subordinates Norwegians. Signing it was assigned to the stupid SL leaders. A fait accompli! Ealam is at the door step. US, UK and India will see to it that it is stopped. Who wants a dictator as a neighbour. See what happened to PolPot. He had to hide in the jungles and die there. So will it be with Velu.

CBK managed to hide all details of the JM & P-TOMS from the entire Nation, eyeing the prestgious NOBEL PEACE PRIZE !!
This idiot daughter of the Banda clan should have been more straight forward if she wanted to be honest as the Head of State to inform the Nation of the contents of her tsunami plans with the tigers.
Her mother also, as the PM, bashed the west and the west who help to keep the country's economy in good shape has finally decided to go on their own way.
CBK' secret pacts with the VBT barberians have certainly disturbed the peace loving, democratic countries like the US, UK and some other countries, except the 'donor, money laundering' Norway and a handful of other countries who support the Avathar' blood thirsty hounds.
The latest alarming reports coming from Nepal about the training of Maoist terrorists by the wanni tigers should open the eyes of the world community and isolate the ltte throughout the world. This terrorist organization should be banned worldwide and their 'forcible fund raising' for all types of destrucion activities must be severly curtailed !
Sri Lanka & Nepal are two leading Budhist countries in the world and the Lord Buddha preached non violence. Telling the TRUTH is in the five basic precepts of Buddhism. Of course being principally a non Buddhist, CBK knows nothing in Buddha's teachings.
ONE CAN CHEAT A FEW PEOPLE VERY LONG. ONE CAN CHEAT MANY PEOPLE DURING A SHORT PERIOD OF TIME, BUT NOBODY CAN CHEAT A LOT OF PEOPLE DURING A VERY LONG TIME. Let' see where CBK is? Your guess is as good as mine. BRAVO!
