Saturday, 21 May 2005 - 1:45 AM SL Time

The Officers` Trade Union of the Immigration and Emigration Department had complained to the Court of Appeal in respect of untrained graduates being deployed to perform the duties of Authorized Officers at the Airport.

The petitioner trade union alleged that, the Secretary to the Ministry of Public Security Law and Order, has recently recruited one hundred and fifty graduate trainees under the government`s graduate Training Scheme, and posted them to cover the duties of the Authorized Officers.

The petition said that this was an arbitrary practise and requested the Court to prohibit the controller, of Immigration and Emigration from allowing any person to perform the duties of an Authorized Officer, other than those persons recruited as a Authorized Officers. Under the Immigration Act.`

Among the respondents are the Controller of Immigration and Emigration and the Secretary to the Ministry of Public Administration Law and Order.

This is absolutely true. I had to go through the unpleasurable experience of these officials when I last visited SL (soon after Tsunami). I understand graduates need to be given jobs. They should have been trained first before making them work. In places like immigration you really need trained people.

I am sure they are capable young men and women, but they were not very polite (to put it mildly).

This is 100% true
when I visited last time to sri lanka the immigration officer took more than 20 miniutes to clear 5 passports and he did nt know even the basic computer operation.
There are thousands of qualified people in sri lanka to do better work.

Overall, Sri Lanka immigration standard is very poor, even an experinaced immigration offecers taking too much time for the work and asking too many questions from poor sri lankan workers comming from middle east.

even Arab women immigration officers in Abu Dhabi and Dubai are more efficent than our male immigration officers in sri lanka. These women know what to check and what not to check and they simply take less than one minitute for any passport to process.

I am sorry to say this......

Our graduates have not been trained for the need of the country and they will not be trained. Only JVP knows that get maximum out of them. They are been used to make posters, cut-outs, picketting, anti-government demonstrations and construction of stages for JVP comrades.

If Immigration Dept recruit unspoilt school leavers (as done by our private sector), they could have been trained according to the need.

The main objective of immigration officers is to harass sri lankan poor people. they dont do this to european tourist since they are very scared of them. But if you are a poor man or woman of sri lankan origin comming from middle east of any other country, then you are in trouble, they will ask you many questions as if you are an international crook or else at least they will embarass you.
But i think young graduate are respecting people more, though they are lacking the job skill. If you meet an old immigration officer, just keep in mind that you are talking to a devil.
I have not seen any country where immigration officers disrespect so much its own people. In the middle east there are special counters for their local people while we have special counters only for foreigners. what a difference?

It is very true those new recruits should be given training. However it is wrong to say problems at Immigration stated just after those graduates were recruited. These problems were in fact existed for long time together with corruptions at all levels. Paying few thousands you can get anything done.

What I'm suspecting whether these graduate also disrupting those corrupt officials doing there old jobs making the concerned officer hopeless?

No they are not disrupting any corrupt officials. They are trying to be corrupt themselves. You wait and see what happens in few mponths. Once they learn the ropes they will be more corrupt than any other person.

By the way, these guys even harrass our sisters who come from the Middle East. Having worked for a pittance, these girls come hom to see their families. You should see how they are treated by these officials. They should at least be respectful to those women who work really hard when they come home.

SK63 is absolutely right, it is an unpleasurable experience to go through Sri Lankan immigration (and Customs) at the Airport. I have used their 'services' numerous times and more than half of these encounters can be classified as Unpleasant. It is unlike most of the other airports I have visited. It was disheartening to see some of the officers' appalling conduct towards poor wemen coming from the middle east. (And to be fair, I should say that there are worse immigration personals in some countries.)

I always thought, at Colombo airport I was treated shabbily because of me being a Tamil. It is a kind of relief to know that is not the case.

However, something I don't understand in this thread is, many people trying to blame new recruits for a condition that prevailed for decades. SK63, Dumindak, lakshan, Sumudu etc have came forward with their anti JVP bias and it looked pathetic. I guess all of you are UNP supporters. There is no other explanation for your views.
