Jeyaraj chided for attacking Speaker

Attempts made by Speaker W. J. M. Lokubandara to prevent Chief Government Whip Jeyaraj Fernandopulle from commenting on views expressed by UNP presidential candidate Ranil Wickremesinghe in Trincomalee, resulted in Mr. Fernandopulle launching into a severe verbal attack against the Speaker in parliament yesterday.
Mr. Fernandopulle`s verbal barrage against the Speaker was expunged from the Hansard, but drew severe criticism from Minister Anura Bandaranaike and Chief Opposition Whip Mahinda Samarasinghe, who denounced the comments as being a disgrace to the House and disrespectful to the Speaker.
The incident which dragged on for a full 45 minutes, was sparked by a question raised by UNP MP T. Maheswaran on details regarding buildings, vehicles and payments made to the Ministry of Ports and Aviation.
Answering the question, the Chief Government Whip drew attention to comments made by UNP presidential candidate Wickremesinghe. At this point the Speaker told Mr. Fernandopulle that he was contravening parliament standing orders by bringing up issues not relevant to the question asked.
This resulted in Mr. Fernandopulle clashing with the Speaker. The minister later tabled his answer.
Mr. Samarasinghe cited standing orders 28.2, 29 and 29.2 which among other things stated that answers must be relevant to the questions.
'The language that was used in this House was a disgrace,' he said.
There were several school children in the public gallery at the time of the incident. Minister Bandaranaike commenting on the incident said respect must be shown to the Speaker`s chair whoever occupied it.
The Minister drew the attention of the House to a speech made by former Prime Minister Sirimavo Bandaranaike, who in 1995 said she was ashamed to come to parliament because of the behaviour of some members.
'Whoever is occupying the chair, we must not be disrespectful to that office,' he said.

Hon: Mr. Speaker most of the members of Parliament today are a culture created by the late Brilliant Prime Minister S W R D Bandaranaike, I would say that brilliant people make brilliant mistakes and the mistake was creating the opening for people like M S Tamis to enter Parliament thus establishing a precedence.

Speaker very well knows how he should conduct the parliament. However he cannot be biased. On the other hand Minister Jeyaraj should be smart enough to insert non relevant remarks without going straight on record.
The standard of the parliament is getting lower and lower during last two decades. The party leaders should take the responsibility and speaker should know how to control the house. |
